TSCA: Best Practices in Toxicology, Risk, and Chemical Management Strategies Fall 2017 Symposium, a joint symposium, was hosted by the National Capital Area Chapter of SOT (NCAC) and the American Chemical Society’s Local Section, the Chemical Society of Washington Chapter (CSW), brought together diverse viewpoints across government, industry, and NGOs, and discussed the Toxic Substances Control Act (TSCA) Reform. Richard E. Engler, Ph.D., Senior Chemist at Bergeson & Campbell, P.C. (B&C®) presented “The Effect of TSCA Reform on New and Existing Chemicals: EPA Review, Regulation, and Testing Requirements.”

WEBINAR - - TSCA Inventory Final Rule: Reporting Requirements Under the New Chemical Inventory Reset, July 12, 2017, 2:00 p.m. - 3:00 p.m. EDT

The release of EPA’s final rule concerning the chemical inventory reset under the Toxic Substances Control Act (TSCA) is expected in June. Once released, covered entities must comply with reporting requirements within a 180- or 360-day reporting window, which won’t give much time to get up to speed on compliance obligations.  Business & Legal Resources (BLR) offered a webinar  "TSCA Inventory Final Rule: Reporting Deadline Requirements Under the New Chemical Inventory Reset" on July 12, 2017, featuring B&C's Senior Chemist Richard E. TSCA Reform: One Year Later Conference, June 27, 2017, Washington D.C. and via Webinar

The Environmental Law Institute (ELI) and the George Washington University Milken Institute School of Public Health held a day-long "TSCA Reform: One Year Later" conference exploring the federal government’s implementation of the Frank R. Lautenberg Chemical Safety for the 21st Century Act, which significantly amended the Toxic Substances Control Act (TSCA), just over one year after it was signed into law.  Speakers discussed key components of the bipartisan legislation and provided an overview of the current state of implementation.  Afternoon breakout sessions invited all participants to discuss ongoing law and policy issues. Visit the ELI event website for more details on the current program. This event was free and open to the public.  Bergeson & Campbell, P.C. was a proud sponsor.

Since last June a logjam of new chemicals under review at EPA unable to enter commerce tops 700. That contrasts with the agency’s track record of reviewing about 1,000 new chemicals annually. Former EPA officials have analyzed the types of decisions the agency is considering making for these new chemicals, the types of toxicity data being requested, and the marked change that represents from past practice. The panel discussed those findings and the conundrums facing small and large chemical manufacturers as well as their customers. They offered suggestions for companies, trade associations and the EPA. The goal: ensure new chemicals are responsibly reviewed, but continue bringing innovative chemicals to market.

PLI’s Environmental Regulation 2017 program reviewed recent activities in environmental regulation – and de-regulation – affecting compliance obligations for a range of businesses and organizations.  Among other topics, this program covered the impact of recent court decisions, new regulations and initiatives affecting regulated entities, and practical suggestions for management and compliance. Lynn L. Bergeson was a faculty member for the program.

In just one hour, participants learned the legal and policy implications they needed to know about this significant legislation. Our distinguished panel of Fellows from the American College of Environmental Lawyers (ACOEL)  provided diverse and insightful perspectives. Lynn L. Bergeson is planning chair and faculty member.

2017 American Oil Chemists’ Society (AOCS) Annual Meeting, April 30 - May 3, 2017, Orlando, Florida

The AOCS Annual Meeting is a premier international science and business forum on fats, oils, surfactants, lipids, and related materials. The extensive technical program featured more than 650 invited and volunteer oral and poster presentations.  Lynn L. Bergeson made a presentation on May 1, 2017.

Chemical Society of Washington Dinner Meeting, April 27, 2017, Washington, D.C.

The Chemical Society of Washington is holding a dinner meeting on April 27, 2017.  B&C Senior Chemist Richard Engler, Ph.D. is the featured speaker.  Dr. Engler will discuss the Toxic Substances Control Act (TSCA) before and after reform and some of the challenges EPA and industry face in implementing and complying with the new law.  The dinner meeting is open to the public but reservations are required. Cost is $18 members and guests/$9 for students.  RSVP by noon on April 25, 2017, to csw@acs.org or by phone 202-659-2950 (messages only).  Please provide the names in your party when you RSVP and let organizers know if you want the vegetarian dinner option.

The GMA Science Forum educates scientists and decision makers within the food, beverage and consumer products industry. This event brings together a roster of acclaimed individuals to keep the science community abreast and ahead of emerging science, innovation, safety and legal requirements in a wide array of areas.  Lynn L. Bergeson will present on the current status of TSCA to the chemicals management committee on April 21.

ABA Section of Environment, Energy, and Resources Spring Conference, March 29 - 31, 2017, Los Angeles, California

The ABA Section of Environment, Energy, and Resources’ 46th Spring Conference program was built to explore topics and issues facing the environmental lawyer today. Panel discussions covered a broad range of topics including: energy and environment priorities of the new administration and the 115th congress, what all environmental, energy, and resources lawyers need to know about TSCA reform, and FERC pipeline certificate proceedings and new disputes over “public convenience and necessity.” Lynn L. Bergeson presented: "What All Environmental, Energy, and Resources Lawyers Need to Know about TSCA Reform and Why" on March 30, 2017. B&C was a proud sponsor.
