Susan M. Kirsch, Government Affairs Advisor for Bergeson & Campbell, P.C. (B&C®), offers regulatory and technical policy expertise at the local, state, and federal levels to trade groups; industrial and specialty chemical producers; and clients in the agriculture and commodity grower communities, including those engaged in pesticide and fertilizer manufacturing, crops and livestock production, biotechnology, seed production, food processing, and bioenergy crops production.  Ms. Kirsch assists clients in achieving competitive advantage by developing environmental and water quality compliance approaches that are scientifically defensible and commercially implementable.

With extensive experience working with state and federal environmental regulators, Ms. Kirsch offers clients a broad perspective of agricultural and environmental policy issues, with particular focus on Clean Water Act (CWA) issues.  She provides monitoring and analysis of regulatory and legislative initiatives; development of political strategies for effective client actions; drafting of client comments on proposed regulations; and drafting of Congressional testimony, articles, and other documents on specific policy topics.

Prior to joining B&C, Ms. Kirsch was Senior Environmental Program Manager at the Association of Clean Water Administrators, a national, non-partisan organization of State, Interstate, and Territorial officials responsible for the implementation of surface water protection programs throughout the United States.  She has also worked at the New York State Department of Environmental Conservation, and interned with the U.S. Department of Justice, Environmental and Natural Resource Division.  Ms. Kirsch holds a B.A. in Biology from the University of St. Thomas (St. Paul, MN), and a JD and environmental law certificate from Pace University (NY), and has been admitted to the state bars of New York and New Jersey.  As a law student, Ms. Kirsch was active in the environmental litigation clinic where her case work included Catskill Mountains Chapter of Trout Unlimited, Inc. v. EPA, which litigated the 2008 U.S. Environmental Protection Agency (EPA) Water Transfers Rule. 

Representative Engagements:

  • Assists pesticide applicators and producers with preparation of comments on “Waters of the United States” rulemaking and 2016 updates to the CWA Pesticide General Permit.
  • Assists clients with analysis of environmental regulatory and policy developments, including CWA, Safe Drinking Water Act, and Endangered Species Act issues.
  • Works with national agricultural and chemical trade associations to address pending environmental policy, legislative action, and regulatory proposals.
  • Advises clients on effective engagement with state and federal regulatory officials.
  • Represents clients at meetings with EPA and the Natural Resources Conservation Service (NRCS).
