"New TSCA and Biobased Innovation" Presentation by B&C Senior Chemist Richard E. Engler, Ph.D. from the Renewable Chemicals Summit.

The Frank R. Lautenberg Chemical Safety for the 21st Century Act has been hailed as a break-through for reducing risk from industrial chemicals. An unanticipated change has been the significant barrier for new chemicals to enter the market: the U.S. Environmental Protection Agency (EPA) has been proposing regulations for chemicals for which it has identified a hazard other than “low hazard.” In these cases, EPA is imposing a consent order (regulations that apply to the submitter) and/or significant new use rules (SNUR). The presentation reviews EPA’s approach and how it may adversely affect novel biobased technologies being commercialized under the Toxic Substances Control Act (TSCA).

"Advocating for Commercialization of Biobased Products" Presentation by Biobased and Renewable Products Advocacy Group (BRAG) Manager Lauren M. Graham from the Federal Perspective & Programs Forum.

BRAG addresses issues specific to the development and commercialization of biobased chemical products by engaging in advocacy, public outreach, and communication activities with industry and EPA staff. One of BRAG’s key objectives is to achieve regulatory parity between new biobased chemicals and existing petroleum-based products under TSCA. The presentation provides an overview of the regulatory barriers to commercialization of biobased chemicals and recent BRAG advocacy efforts to overcome such obstacles.
