Bergeson & Campbell, P.C. (B&C®) and The Acta Group (Acta®) are pleased to announce that Richard (Rick) J. Fehir, Ph.D. has joined our firms as Senior Chemist/Regulatory Scientist. Dr. Fehir joined B&C and Acta after a distinguished 17-year career at the U.S. Environmental Protection Agency (EPA), during which he provided science and regulatory leadership across three major regulatory frameworks: the Toxic Substances Control Act (TSCA), the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), and the Pesticide Registration Improvement Act (PRIA).

Dr. Fehir deploys his deep technical understanding of the science underpinning regulatory submissions and his seasoned mastery of the organizational and policy factors shaping regulatory outcomes to assist clients in achieving durable compliance for industrial chemicals, pesticides, antimicrobials, nanomaterials, and the many substances and products produced with these chemical components.

Prior to joining B&C and Acta, Dr. Fehir served as Supervisory Chemist, Risk Assessment Branch 6, EPA Office of Pesticide Programs (OPP), where he led a team of up to 15 toxicologists, chemists, and exposure experts in conducting human health risk assessments and provided scientific technical expertise and leadership to the multidisciplinary Residues of Concern Knowledge-based Subcommittee to determine the metabolites, degradates, and/or breakdown products that should be included in the dietary exposure and risk assessment and/or tolerance expression for food and water consumption.

His decade at OPP was preceded by nearly a decade as a Chemist in the Industrial Chemistry Branch, EPA Office of Pollution Prevention and Toxics (OPPT), where he oversaw and researched complex chemical and analytical reports for newly manufactured TSCA industrial chemicals, including fuels, organics, polymers, inorganics, and nanomaterials, to aid policymakers in the regulation of environmental and human health risks. At OPPT, he was a principal reviewer of green chemistry and sustainability projects, examining new multidisciplinary technologies for their positive environmental impact, and coordinated green chemistry development with industry, academic, and government stakeholders.

Dr. Fehir holds a Ph.D. in physical-inorganic chemistry from Michigan State University, and assisted teaching classes in organic and inorganic chemistry there prior to commencing his career at EPA.
