Richard E. Engler, Ph.D., to Present during NACD’s “IRS Issues Proposed Superfund Chemical Excise Tax Regulations — What Now, What Is Next?”

Engler, Ph.D. will present during the National Association of Chemical Distributors’ (NACD) “IRS Issues Proposed Superfund Chemical Excise Tax Regulations — What Now, What is Next?” webinar. In late March, the Internal Revenue Service (IRS) issued long-awaited proposed Superfund (Comprehensive Environmental Response, Compensation, and Liability Act, or CERCLA) tax regulations. These include new and/or expanded definitions, with examples, for “sale,” “use,” “importer,” and “manufacturer.” The IRS has also requested comment on the most appropriate ways to assign Chemical Abstracts Service Registry Numbers® (CAS RN®) or Harmonized Tariff Schedule Codes to products subject to the tax. Comments on the proposed rule are due May 30, 2023. Now that there are proposed regulations for the Superfund chemical excise tax, Dr. Engler and tax attorney Douglas Charnas of McGlinchey Stafford will provide an update on the tax, share their thoughts on the proposed rule, and highlight any outstanding questions. Registration is open now.
