Lautenberg’s (D-NJ) recently introduced bill, S. 847, the Safe Chemicals Act of 2011, a bill to amend the Toxic Substances Control Act (TSCA).
This webinar will focus on S. 847; identify and discuss key differences between it and S. 3209, Senator Lautenberg’s bill of the same name to amend TSCA introduced last year; and build on B&C’s September 22, 2010, webinar, which focused on TSCA reform developments to that time. Lynn L. Bergeson will moderate the panel.

Background: Efforts to amend TSCA have been in play in earnest since April 2010, when Senator Lautenberg released the text of the Safe Chemicals Act of 2010, S. 3209. At the same time in 2010, Representatives Bobby Rush (D-IL) and Henry Waxman (D-CA) (then-Chairman of the Energy and Commerce Committee), released a Discussion Draft of their legislation, the Toxic Chemicals Safety Act of 2010. In July 2010, Representatives Rush and Waxman introduced the Toxic Chemicals Safety Act of 2010 (H.R. 5820) (TCSA), which was intended to strengthen TSCA.
B&C prepared a summary and comparison document discussing TCSA’s provisions and relating them to S. 3209 and to the earlier Discussion Draft. Please click here to access this document. The legislation introduced this year, S. 847, represents Senator Lautenberg’s response to the significant feedback he received over the last year on S. 3209, and contains “several changes to improve the bill.” B&C prepared a summary of S. 3209 and S. 847, which can be accessed here.

The objective of the May 9 webinar is to provide a thoughtful review and animated discussion of key aspects of S. 847, offer critical commentary on various aspects of this draft measure (especially as to changes in the current bill as compared to the earlier legislation), and speculate as to likely next steps during the current legislative session.
