Overview

Catherina (Cathy) D. Narigon is an Associate with Bergeson & Campbell, P.C. (B&C®), assisting clients with matters under the Toxic Substances Control Act (TSCA), the Safe Drinking Water Act (SDWA), the Clean Water Act (CWA) and other state and federal regulatory statutes. Ms. Narigon is deeply engaged in client advocacy related to extended producer responsibility (EPR) policies and perfluoroalkyl and polyfluoroalkyl substances (PFAS) regulation. Prior to joining B&C, Ms. Narigon served as Associate General Counsel with the State of Vermont, Agency of Natural Resources (ANR), Drinking Water & Groundwater Protection Division.

During her tenure with Vermont ANR, Ms. Narigon drafted state regulatory language addressing PFAS treatment specifications, maximum contaminant levels, and compliance timelines; prepared legislative reports with recommendations for statutory, regulatory, and policy changes related to state on-site wastewater regulation; and assisted with compliance and enforcement issues. Ms. Narigon also served as a judicial clerk with the Second District Superior Court of Alaska.

Representative Engagements

  • Prepared a client briefing memorandum on changes in the sphere of fluoride regulation.
  • Tracks regulatory action and policy decisions related to microplastics and nanoplastics.
  • Advocates for clients on TSCA enforcement matters.
  • Evaluated whether remediation studies were appropriate for purposes of a California Water Board General Permit.
  • Assists clients with U.S. Food and Drug Administration (FDA) matters, including questions about Good Manufacturing Practices (GMP) and food additives.
  • Assists with determinations of whether client products containing hydrofluorocarbons (HFC) are subject to regulations under the American Innovation & Manufacturing Act.
